The legislators budgeted nearly $400 million for the Bright Futures Scholarship Program this year. The program which rewards students of merit with lottery dollars uses up about 62 percent of the state's financial aid.
Higher education officials are beginning to question whether need-based students should get more financial attention.
"This is a challenge we're going to have to work on together," Mark Rosenberg, state university system chancellor, said.
